21+3 is based on European blackjack rules, meaning that the dealer doesn't check for blackjack. Therefore in case the dealer has a natural, your doubles and splits will be lost as well. Other rules:

Recently, played HM at Pala, $10 min BJ table with $5 min House Money side bet.....was a much better experience since you win the even money/3-1 payouts most of the time. Capping your bet with an extra $10 or $20 on a J/10 or J/J was a lot more exciting than capping it with an extra $2 or $4 when playing $1.
Players may resist $5 to begin with and then they will see HM hitting 23% of their hands and start to think that it may be worth it. Same when they miss out on the $45 hits on 21+3, even with its sub 10% hit rate.
I think the Non 'dollar and a prayer/High HE' type BJ side bets need to be marketed as $5 min bets to the players....it is how they were designed to be played and provide the best player experience. Dollars are for Lucky Ladies/Kings Bounty & Lucky Lucky, bets with 1000-1 potential pay outs.
